"I have always felt Besi's story," Katora says. "She led the Empire during its golden age, when Deep-level technology reached heights never equalled before or since. She instituted a meritocracy so that all citizens could work for the good of the Common Mind in the niches that best suited them. But her enemies killed her and destroyed her works.
